Certificates of Free Sale
CTFA’s Executive Director is authorised to sign Certificates of Free Sale (COFS) for member companies, which states that the product list is sold freely in South Africa. The certificates are endorsed by the Department of Trade, Industry and Competition.
In partnership with the Department of Trade, Industry and Competition (DTIC), the Cosmetic, Toiletry & Fragrance Association of South Africa (CTFA) is committed to reducing trade barriers and helping South African cosmetics and personal care businesses expand into global markets. Many countries require a Certificate of Free Sale (COFS) to authorize exports, and CTFA provides this essential service.
To ensure compliance, members are asked to submit their product artwork for review. This step confirms that products align with the South African regulatory framework and are sold freely in South Africa. The draft Regulations Relating to the Labelling, Advertising, and Composition of Cosmetics (R.1469 of 22 December 2017), under the Foodstuffs, Cosmetics, and Disinfectants Act (Act 54 of 1972), standards and other regulatory requirements provide the premise for the review.
What is a Certificate of Free Sale?
Certificates of Free Sale (COFS) are required in a growing number of countries. A Certificate of Free Sale provides assurance that the product(s) being exported from South Africa are the same product(s) being sold in the local South African market, assuring adherence to consumer safety requirements.
Who may be required to apply for a Certificate if Free Sale?
Companies exporting cosmetic and personal care products from South Africa. Exports to certain countries need to be accompanied by a Certificate of Free Sale, or the product may not be admitted, or cleared by customs at the destination.
How does CTFA issue Certificates of Free Sale?
CTFA, in the capacity ex officio, is duly authorised to sign Certificates of Free Sale for member companies attesting member company registration, membership validation and the product list being exported. The member requirement includes a formal undertaking and a list of products being exported.
Certificates of Free Sale are endorsed by the Department of Trade, Industry and Competition.

Who can apply for a Certificate of Free Sale from CTFA?
Certificates of Free Sale are available to CTFA Members.
Non-members may also apply for an additional fee.

For how long is a Certificate of Free Sale valid?
A Certificate of Free Sale has a validity of one year (12 months). After such time, the member must reapply.
