Dear CTFA Members
Further to the previous notice sent regarding the National Environmental Management: Waste Act, 2008 (Act No 59 of 2008) Section 28 Notice, published on 6 December 2017. Packaging SA intends to submit a Federation of Plans for the Packaging Industry as a whole. The relevant Producer Responsibility Organisations (PROS) are currently preparing these plans and are all in the process of the formal gazette period.
For your information, herewith the PET Recycling Company NPC T/A PETCO Industry Waste Management Plan.
In essence PETCO proposes:
- Product scope to cover PET bottles, Edible Oils and Thermoforms
- Be part of the Federation of Plans
- Continue with a self-funded EPR Fee model (on average R1000/tonne of raw material) and not be dependent on the national fiscus for income
- Producers to fund activities carried out by PETCO to fulfil their Extended Producer Responsibility obligations
- Any taxes imposed on the basis of the Section 28 EPR legislation to be collected via the
South African Revenue Service and disbursed by the National Treasury
A transformation strategy - Waste Picker and Informal Sector Support and integration
- Roles and responsibilities of all Stakeholders as set out on page 47 of the plan
There will be a workshops held country-wide to present the PET Sector Waste Management Plan and to obtain feedback and comments from stakeholders.
The CTFA will be attending the Johannesburg workshop on the 20 July.
